Besides the requirement to duplicate an entire network here is also the requirement to duplicate an entire national workforce and systems capable of adequately managing the network. Despite their attitude towards their customers Telstra have at least displayed their abaility to run and maintain such a network. Why not just use the workforce that is already established?
