TLG as the head JV partner always issues the final legal contract for LKAB and Mitsui to sign off and return to TLG.
Multiple lawyers involved would know this as of 2 weeks ago.
MT does not have to report it to the ASX until he signs it.
Then it's reportable.

The contract is probably right now on his desk as a coaster for his coffee mug
