in truth I think this project will be great for the Australian people and a lasting legacy of the Rudd. I think the problem it faces in terms of being a vote winner is that in the here and now many people can't quite see the need. The failure of other schemes has probably tainted it by association. And yes you could argue the BER wasn't a failure but I don't think that's how most voters see it. They lump it with insulation scheme, people's forum, cash for clunkers etc.
