Layer 3 allows 3rd parties to sell their services on the layer 2 platform. So for example, historically, Telstra have owned all the infrastructure but a 3rd layer has been built to allow 3rd parties to offer services and compete at that level. Telstra charge a wholesale rate to these 3rd parties. The idea is that you then dont have a monopoly and theoretically pricing to consumers should be more competitive.

So I guess relating this back to satellite services, a NWT would own and operate the satellite but a third layer would be built for third parties to provide competitive services. In other words, the satellite services would not be solely provided or controlled by NWT, who owns the satellite.
