There's no surprises here. Every government project is over time and over budget. The problem with this one is it is one damn expensive project so all this will just be magnified.
And for what gain for most people, none whatsoever as the pricing model already shows the average person will only be able to afford current attainable speeds anyway.
New technologies are progressing very quickly. Money should have been spent in encouraging investment in infrastructure, giving people multiple options thereby increasing competition and reducing prices. The NBN is just another monopoly which is going to stifle competition for 20 years to come. All that hard work in reducing Telstra's monopoly over the years comes to nothing with the stroke of a pen.
Oh the cost of this white elephant is going to cost us dearly, very dearly.
