I know how they got the 48% figure.
Somewhere in the cabinet meeting they got the BHP tax figure of 48% mixed up with the 17% take-up of NBN in Tessie !
The Rudd Govt figures all makes sense now - get a whole bunch of different figures, throw them around at the cabinet meeting, and then choose which ones you want to use for your "spin of the day" LOL.
