Let's not forget that the original vision was to support remote communities / remote business. Consider families travelling from remote towns to cities for specialist diagnosis - a proper broadband service should mitigate against the cost and anxiety of travel. Also - percentage of people who work from home these days, assisted by broadband. This helps in a number of ways, in particular taking load off the transport network. Unfortunately the vision and execution has been degraded and therefore the outcomes fall short.
In part this may be due to 'consultants' who construct a business case that underestimates the cost of a true rollout in order to ensure business case success and linkage to further work, followed by squabbling by politicians with very little understanding of execution.
