Legislation changes with the time is nothing new. Just like what we are seeing the current phasing out of analog to digital TV as an inevitable.
One may say that the ADSL technology will keep those copper wire based network going a bit longer. However just like what they are doing with the analog to digital black box for the current transition phase.
NBN is designed for the full digital age, and will certainly be very competitive because of the large capacity bandwidth, and that where the economy of scale may get into play. Telstra can either make a positive move, join in the NBN, facing the 21st century with new infrastructure upgrade, or hold on to the old infrastructure monopoly and be superseded. Good luck.
