IMHO this due customers being very cautious about incurring extra co$t$ - all to easily added to their monthly accounts.
The "financial crisis" certainly has customers working to reduce unnecessary expenses wherever possible.
Whilst NO increase in downloads allowance when increase download speeds, increasing speeds just lessens time taken to hit your cap and have speeds reduced.
Already find capped to 25GB then reduced speed being hit every other month.
Where customers have families with children also using, this even greater problem, even worse when kids NOT away at school due holidays...
Telstra increases downloads caps with ratios reflecting faster speeds, more interested likely towards increasing their speeds.
