Knowning a lot of people in the consulting business.....99.9999% of the time the consultants reverse engineer the recommendations so as to fit with what the government already wants....the consultants review simply serves as a way of selling what the government always wanted to adopt.....but hey im a cynic ......apparently its good for business to agree with those who pay you!
