To watch High Definition 1080P INTERNET TV the minimum recommended is 5 Mbps Broadband Speed or Better (6 Mbps recommended).
Only one TV in the household could reliable show INTERNET TV at a time on a 10Mbps connection.
So if the household had two or more TVs, and or you wanted to record a show while watching live INTERNET TV, then it would not be possible on a 10Mbps connection.
If the kids wanted to catch up on an Internet class or join a study group, and you wanted to watch INTERNET TV, then 10Mbps would not be sufficient.
And it would mean that any other function could not be done a the same time with only a 10Mbps connection.

High Definition 720P Video requires a minimum of 2.5Mbps Broadband Speed or Better (3Mbps recommended).
High Definition 1080P Video 5Mbps Broadband Speed or Better (6Mbps recommended).
Remember these are the bottom end minimum requirements.
(I am not sure what the speed requirements are for Blu ray.)

For example a typical household that would be viable now if we had a High Speed Broadband Network:-
At least two TVs requiring 6Mbps each,
One or two VOIP telephones requiring between 2.5Mbps to 6Mbps each,
Remote business and personal computer management and services requiring a minimum of 2.5Mbps per computer, etc.
So already it is over 20Mbps required before a single web page has been loaded.
And we have not even touched on the other uses below for a High Speed Broadband Network.
virtual classes, lectures and study groups,
business activities,
keeping in touch with distant family,
entertainment pursuits,
downloading Blu Ray movies,
medical applications,
etc.
Video will become a larger part of the Internet, whether it is for Business, Medical, Advertising or Entertainment.
10Mbps will be okay for a single use system, but not for a household.

The NBN is not about a single user at a time, nor is it about a single application at a time, neither is it about what is barely adequate for today's average Internet users.
It is about multiple users at a time, multiple applications at the same time, and it is about tomorrow's average user.
The NBN is a 8 to 10 year plan.
