Pretty simple. Between Melb and Bendigo Labor promised to build a high speed rail system. As they started, due to budget blow outs they changed it to a medium speed rail system. Not only that, but the reduced the existing to rail lines, down to a single rail line. So now the promised high speed rail system, was actually delivered as a medium speed rail system, which operates even slower than the original rail system if there is problem, due to the fact that there is only on line now, so if theres a problem, trains have to sit idle at the station until the problem has been fixed.

Thats labor for you.

I suggest everyone will take up having an NBN pit outside there house, giving them plenty of work and expense, but very few will actually connect.
