a lot of places have two PSTN lines these days, but not many would be spending that sort of cash on net access.
it sounds like you were put on 8mb rather than adsl2, it happens. a simple phone call to your ISP should have been able to sort that. you are right, for $250/month you should be getting what you pay for, there's no disputing that.
and here is some figures for you. the government wants to spend $43 billion they dont have to provide speeds to almost every premises in the country that 1 million people have access to in melbourne but only 200 have actually asked for. price points similar to projected nbn termination point cost.
i know, doesn't make sense does it? except if you are trying to save face in government, hey it's the electorates money anyway, why wouldn't you??
