Well it's true that Telstra have the copper but regulations say they have to allow other providers access at prices set by the ACCC.
Remote areas may be better served by wireless connected to the cable.
IMHO residential customers may be more interested in plan value than raw speed. In the unlikely event that the theoretical speed of DOCSIS 3.0 were maintained you would reach your monthly quota in under an hour.
Maybe if Telstra doesn't build the NBN the sp may remain in the mid $3-$4 range in the short to medium term.
