My Master Tax Guide tells me to depreciate IT at 25% meaning that it is worthless after four years. Given the pace of change in the telecoms business I would say this is appropriate. Fibre cable is going to have a value, but I cant imagine it being the technology of choice after fifteen years in the ground (and depreciating).
Adding in the compounding rate of inflation, who is going to pay $40billion indexed to 2012+fifteen years prices for a fifteen year old technology?
