This is incredibly good news.
A reduction this large to the CVC charges means that TPG will be incentivised to really push their Unlimited Data plan on the 100 / 40 Mbps speed tier. This is where they will now make the biggest margin, and where they compete most strongly (IMHO) with Telstra and Optus. Neither Telstra (including through Belong) nor Optus have Unlimited plans.
