I know because you will have to measure the cost after it is done if its attracting investment now what will it do in the future .?Cbs is very hard measure to get accurate after all it is just estimates.As its rolled out its quite possible the estimate cost for doing so will also come down .I think one part of the roll out has come in under budget by ten percent!
