There are plenty of ways to act behind the curtains in order to get the TOL. I mean meeting with various members of the Malay gov. and promising them different things if they will push the TOL through. You must be very naive if you believe that there is no ways to "pressure a sovereign government" in your words. NC has a lot of connections in China, Australia and other countries that could be used. There are a lot of interests to various Malay Gov. members in other countries including Australia, China, the US etc. These interests could be helped or harmed by NC and his connections. So don't be so childish in your beliefs. The world is not a kidergarten, it is a jungel.
