To say that they look at these issues as "glass half full" and to say that they knew that the issue is "serious"....
He is almost sounding like he knows they got it wrong and willing to take responsibility if found to be in the wrong.
Pretty much sitting back waiting for the kick in guts, hopefully a delayed outcome as they are seeing is a good sign as they are still mulling over the figures.
