Yeah it can suck. All you can do is work out a way to maximise how the funds you have are used.
FYI if you are finding support personnel expensive have you tried the website Mabel.com.au? You can get access to cheaper personnel directly.
Using personnell from allot of agencies can be very expensive - my son has an OT and a speech threrapist and it costs $193 per hour - honestly I don't see anywhere close to $193 worth of value. Recently hired a support worker from mabel to sit down with my son for several hours a week for learning activities at $30 per hour - I can guarantee I will get better value from the latter.
