Before this Federal Government, or any future Federal Government starts slapping itself on the back for the introduction of this disability scheme, it should first look at the entitlement mentality that already exists in OZ, and the extensive rorting that already goes with it. I can tell everyone that, from personal observation it has been rorted for decades, well at least in Vic., where I live. Unless it is tightly controlled it will just become another rort, at the expense of the taxpayer .The problem with all these schemes is that Governments make the erroneous assumption that care providers will always abide by the rules. Quite the contrary situation exists, as it is in the financial interest of the provider to widen the true meaning of a person's disability. And if a person's claim to a disability allowance is denied he/she can always make a song and dance on the media, with the catch cry that the Government is taking an undue hardline, is mean etc. etc., and the Government, with or without support of the applicable Agency, immediately capitulates. And assuming it will be means tested, there will always be those who can readily find a way of hiding their true worth/income, with or without the aid of the medical/caring professions.
