Yes, I've read reports of this elsewhere. But its not down to Gillard or Shorten... the scheme has been managed (mismanaged) by Abbott and Morrison for 7 years. I dare guess that Turnbull cut funds as well but Morrison has been allocating funds and ensuring that the NDIS doesn't meet its targets so that he has around $2-3M to recoup for each budget. The IT framework has been done on the cheap and allows dodgy claims in the same manner as the privatised vocational education, aged care and child care programs did. Its a serial problem caused by taking shortcuts to save a few bob instead of providing the services that are needed in the community.
