Gillard set the plan in motion then Rudd took over and then did nothing but it sure gave Abbott a chance to make a show of how screwed such a program could become.

Australia has become a burocratic cesspit where no one is held accountable or responsible but they all still enjoy pulling their astronomic tax payer funded wages
