The orginal proposal was all those things, disability welfare under one roof, more autonomy for the disabled and more dignity, case by case targeted funding for needs.
No one can be against this, we are a wealthy nation and can afford to do this for severly disabled people, like those Gilliard had by her side when making these announcements.
But Scott, it was flawed and poorly designed. The projected budget and number of participants at maturity was orginally envisioned at a fraction of what its morphed into. I think 20b a year was floated at maturity, are we not coming up to 50b now and the number of participants is still growing strongly?
It is out of control. It is now sadly a threat to all the other priorities and responsibilities of government.
So I stand by my cynical prediction. Only a major crisis will create the will to properly fix and reduce the massive bucket of cash.
