really tarvie the only way a NDIS participant could buy drugs using money from the system is if the service provider was the dealer.
around 80% of service providers are not registered as such. they simply sent in their invoice for services and were paid automatically.
this problem was caused by the previous govts. no question its wrong. now the govt is demanding all service providers be registered, with caveats it seems, and invoices must be scrutinised by human eyes. this sort of problem enabled ripping off the system. why was it allowed? small govt.
