    You seem to be focussed on the implementation issues when the whole concept is fundamentally flawed & was always going to get out of control financially.

    You have a culture in Australia where people abuse, defraud & claim every government hand out they possibly can.
    Then you have an plan where you practically go to a disabled person & say what do you want? & then expect them not take advantage of that!
    Throw in commercial providers who have trebled their rates & fraudulent billed for non existing services.
    And then on top of that there was the premise that disabled people would get a NDIS plan, get their lives sorted & then go out & get a job etc & leave the plan.
    No one is leaving the NDIS teat.

    And people wonder what went wrong?!

    Now of course the government can't go back & say we're not paying for this or that, despite something not passing the 'pub test', because of the political backlash from vocal disability groups.
    Plus it would turn into a lawyers picnic of 'abusing human rights' because, for example, they can't get laid by a hooker anymore!
