The scheme that was maladministered for 9 years by the previous government? The scheme was introduced in July 2013. Labor were voted out in September 2013. The Liberals had the obligation to either administer the scheme in the collective interests of taxpayers and recipients while in office, dealing with any problems that might arise, or abolish the scheme. It's a self evident absurdity to blame Labor for problems that developed while they were in opposition for 9 years.
