It should be noted that the NDIS is designed in such a way that it is more insulated compared to other departments. It has its own board and CEO etc and is run like company fairly detached from the responsible minister.
Apart from the chorus of howls when there is a suggestion of reigning it in, like last year when it was suggested to get third party medical opinions to verify some "clients" needs, you also have this deliberate design.
Know why it was designed so poorly? The Gilliard Government knew it was going to loose to the LNP.and was worried it would be scaled back. Oh that was back when they were saying it was going to cost 10b or something at maturity and "effectively pay for itself". What is it now? 60b (eqiv to aged pension budget) at maturity and objectively a massive rort.
When even the children of salaried millionaires can get a funding package, plus systematic fraud, and the thought of verifying the largest claimants is somehow something only a horrible person would do, is it any wonder the scheme is totally off the rails?
Oh and that's not even mentioning the curious explosion in autism diagnosis in this country, funnily enough always at the autism level just above or beyond the threshold for funding from the NDIS.
