The excuse about not being able to get legislation changed is BS, write legislation they can get through or step aside if they can't govern.
It was up to the Libs to use the trial before implementing the full rollout.
If the Libs went ahead with the rollout in the knowledge it was open to large scale rorts, then the Libs are negligent and culpable.
That aside, I believe the Libs were looking at trying to address some of the rorts just prior to the election, [I don't recall the exact details].
