yes it should have always been FTTP. my son was among the first and got FTTP. he runs his business from home so he needed it, but I didn't and so I'm pretty happy with my slower rate.

sky muster, imo, was hope that someone else would come along as Musk did. it was indeed a waste of money from all reports. meanwhile Musk is making a fortune. it was a failed plan designed un 2012.... but its still a dudes service according to wiki. it benefits a range of communities. but it didn't come into service til 2016. plenty of time for the LNP, if they wished, to ***kitup. but I've read that many found it unserviceable and signed over to Musk's little earner.
