    "I want everyone to know that the Coalition wholeheartedly supports the national disability insurance scheme. We want it to happen. We want it to happen in this term of Parliament," Mr Abbott said late yesterday.

    "If the Opposition says they won't support it then I'm not going to play some political game that has the legislation perhaps getting through on the votes of others only to be repealed if the Opposition becomes the Government in September," she said. (Gillard)

    Paying for the National Disability Insurance Scheme

    The NDISprovides support to people with disability, their families and carers. It is jointly governed and funded by the Commonwealth and participatingstates and territories. The NDIS is being introducedacross Australia from July 2016, exceptin Western Australia where it is still being trialled.

    How much will it cost?
    The cost of the NDIS will increasesubstantially over the next four years while it is progressively introduced:from around $4.2 billion in 2016–17 to $21.5 billion in 2019–20—representing an increase in spending to around 1.1 per centof GDP. It is important to note, however, that the Commonwealth will only beresponsible for half of the annual cost of the scheme.

    How is the NDIS being funded?
    First, existing money spent by Commonwealth, state and territorygovernments on disability services is being redirected to the NDIS. Accordingto the 2016 Report on Government Services, 29.7 per centof the $8.0 billion spent on disability services in 2014–15 came from the Commonwealth.

    In addition, funds for the NDIS are taken from the July 2014 increase to the Medicarelevy (from 1.5 to 2 per cent of taxable income). Revenue raised fromincreasing the Medicare levy is directed to a special fund—the DisabilityCare Australia Fund—for the purposes ofreimbursing governments for NDIS expenditure.
