well y'see under the community services for people with disability experts who know a lot assessed applicants. now its anyone calling and filling out a form and accessing a few documents and then the application goes to the administrative manager who makes a decision if all the right boxes have been ticked.
so yes the current system is open to rorts..... and some have been reported recently following on from the clean up of child care rorting..... there are croooks everywhere mate.
as to the attempted jibe - wtf are you on about? thats the traditional Liberal line. evidenced only on two Lib PMs, Menzies and Howard.
Labs had Curtin, Chifley, who managed through the WW, then Hawke (I couldn't possibly say Whitlam was an good iconic manager could i) and Keating, Rudd (however much we despise him personally he did that thing and prevented Aus going into recession) and Gillard.
just on numbers Lab prevails but on years and consistency Libs prevail imo. the problems have always risen from ambition and sour grapes.
