I think chinas drop in ree exports may be as a result of the ongoing trade war more than conservation and environment - the picture recently of xi jinping at a ree factory recently was sending a message to trump. implying you need them we got them. the us sold their (i think last) operations to china (California) - shengdu resources.
even the us fruit and veg are exported to china then sent back in cans.
