Interesting thought.. I'm not sure to be honest. There is for sure some level of distortion as you mention - this is very evident in the Li market, where there are large difference between spot and auction prices (meaning contracts anchored to spot is suffering, similar to our NdPr).
My gut feeling is ROW mag making needs to grow or illegal mining in China to go away for a secondary metal exchange to be effective. Or, China reaching (mining) capacity (different discussion, but I believe China is close to it).
