Birch I believe you'll be correct in a year or 2 when the ex-China magnet supply chain is up and running.
In particular the US are fast tracking its implementation via both
- massive support for ex-China links in the supply chain such as the Lynas Texas operations, essentially paid for by DoD and
- massive subsidies for US produced magnets but only if the entire supply chain is in friendly countries:

Things are currently challenging but our relations with Japanese magnet makers underpin our operations viability.
