Thinking that the CCP wants to make more from its upstream ops, which it claims outright ownership of, is not the same as saying the CCP wants to balance the global economy. Amanda never said that. She knows better; everyone does except you and ausheds, it seems.
The CCP wants prices that are high enough to support development of ex-China resources because they are a net consumer and at the same time wish to conserve their domestic resources.
