Been wasting my time for years trying to make this point, maybe Ian Higgins, one of the most experienced LT'ers in the MSC, can wake the Happy Clappers:
"However domestic Chinese prices are much lower as Government incentives
such as VAT rebates, provincial tax breaks and rent assistance can combine to
make the effective Chinese domestic price for raw materials up to 20% lower
than published export prices."
