Maybe z are just taking an option, it would explain sp. I personally think z are actually in a hurry to develop. It seems they like to dig and don't muck around. I also suspect the SA gov / minister would have been very keen to avoid exactly what you suggest. It is in both gov and z interest to get a wriggle on. If just an 12 or 18 month option, and that is a big if, that plat price forecast may just make them bypass it as an option and go to the backup plan of digging quick, and we would be none the wiser to the preference of exclusive option. Good / plausible answer but I recon there is a better one(s). Any other guesses? Again not saying it is wrong just want other ideas.
