As a previous poster mentioned it will not go as it has been tried and failed miserably.
Last time it happened the property investors left the market which in turn resulted in less homes for rent, the resultant rental pool diminished and the cost to rent a property went thru the roof (sic) and this helped no one.
The politicians will be acutely aware of the history and unless they wish to commit political suicide will not change by much if at all.
