What you describe is the most logical solution for smaller producers.
BP have already shown they have the capability to perform the storage/offtake function.
The federal govts Fuel Security Service Payment (only currently offered to refineries) may be able to offer some form of support to incentivise BP.
The combination of a carrot and stick from the Fed Govt may help acheive the right outcome.
