    The perfect time to get rid of NG is when it no longer serves as an incentive.

    The thing is, NG allowed people to justify a property purely in terms of capital gains. Over time this dominated to the extent where capital gains became the ONLY way you could justify an investment, because prices has risen so much to pretty much eliminate yield.

    Now that capital gains has also disappeared, and there is no reason to buy most property as an investment, the NG tax law can be brought into focus as the superfluous and inefficient tax break that it is.
