Mmmm..... "could".... sounds like at worst it will be grandfathered - so you will hardly see a stampeede if anything it could be a good reason to keep them as you will still be able to use these losses as currently while being limited on future investments. Still don't see it happening but not worried either way - does make the system unfairer though if it is enacted
