    Lol ... i agree HS .... i was being conservative !! Don't want to look like I'm ramping ....

    Ok I'll ramp (quietly so no one hears) .... I see it as a 90/10 punt at 98.5/1.5 chance .... and that is only based on a time contraint that the Permit gets passed on schedule.
    Even if there were a delay for whatever reason, my odds of Permitting would actually then improve ..... to use an americanism ... "its a no-brainer"
