    "3 of the 4 proponents aren't dependent on government funding - i.e. the tax payer. They just need approval to proceed."

    I haven't seen a clear statement from any of the bidders for NEGI construction that they are just waiting for approval to sink their own cash into the project if approved. But show me if I've missed it.
