    We had a similar problem some years ago. Noise from kids who were allowed to run wild and parents who had a TV and music players installed in their back garden.

    We reported matter to our local council who came and measured the noise levels and subsequently issued a PERMANENT noise abatement order. Thats what you should do. IMO it is a council not a police matter. Apart from having to put up with a one-off barrage of abuse from the parents, it worked.

    Eventually, Father "my kids can do no wrong" died of lung cancer and Mother Witch moved house. We now have delightful neighbours.

    I think that you will find that a council noise abatement order is served on the building owners, not the actual offenders. Thus in your case it should be served on the parents and have more effect than the police warning.
