The reference in this scenario would be because they have been relentlessly unloading an sizable(%15+ of the total market cap to begin with)parcel on market with no mercy shown to the share price. You can almost pin point the beginning of their unloading on the chart and when it started to slow down and begin to recover. We praise if they are still unloading purely for the fact it would be nice to know they are no longer a threat to the current momentum we are slowly rebuilding because they either a) are unloading with respect to other shareholders and not dumping oversized parcels wiping lines or b) holding onto the remaining shares they have left (now sub 5% and no longer a substantial holder) and will enjoy the ride into the sunset with the rest of us.
