Certainly a big part of the answer OMG, and it's being going on internally as well plus smuggled ore to the illegal Vietnamese refinery.
This is exactly what makes the true demand numbers so opaque and difficult to calculate, let alone forecast. Probably take a good six months to assess the success of the consolidation, crackdown & Baotou trading platform to get a handle on reality.
Hopefully JPM is at the conservative end of the spectrum, particularly as new applications for RE emerge. I.e: success with Ce for water filtration is a potential game changer.
