I think the 70% has a lot to do with it. Obviously if there were a couple of other institutions on board this would add more stability tot he SP. As you have rightlty noted announcements confirming flows and moving NEN from a spec to an asset will remedy this.

Updates and some urgency would be nice to say the least..... Also there will be a few who will not participate on the SPP now witht the price below 30 cents.
