Bill, while I admire your positive sentiment, you would want to hope it is someone already holding and just increasing their holding if you are expecting to see a substantial holder notice soon. Someone accumulating from scratch would need to buy 15 million shares before such a notice would be required. There certainly hasn't been that sort of volume recently.
