All small, minnow countries of no consequence globally. Those countries may as well be the biggest offenders as they have no bearing on "net zero". Australia is in the same bucket with virtually no effect globally.

What about the countries that matter like China and India, each with a population over 1 billion! the US, Russia....? Realistically they're never going to achieve so called net zero.
